Federal officials proposed phasing out funding for the program by September, but Texas' Medicaid director Billy Millwee said Tuesday the state needs more time to publish new rules for the program. He has proposed phasing out the funding by November.
An estimated 2.3 million Texans will still lack health insurance after the Affordable Care Act takes effect, partially because illegal immigrants are not eligible for coverage, state Medicaid Director Billy Millwee told a joint meeting of the House Public Health and Insurance committees.
